Liberia Launches Offshore Licensing Regime for Prediction Exchanges

Liberia has introduced a new offshore regulatory framework for prediction markets, positioning itself as an emerging jurisdiction in the fast-growing segment.

The initiative will be overseen by the National Lottery Authority of Liberia, which will supervise licensing and compliance under the new regime.

A Curaçao-style model

The structure reportedly mirrors the well-known Curaçao iGaming licensing model, allowing prediction exchanges to operate internationally beyond Liberia’s borders.

Under the new framework, licensed platforms will be permitted to:

  • 🔘 Offer services directly to end users
  • 🔘 Operate with B2B partners and white-label clients

In addition to licensing, operators will be offered legal and regulatory support to expand into multiple markets.
