Gaming Compliance International (GCI) published a report finding that 95% of pirated stream views of the 2026 football World Cup included advertising from unregulated iGaming operators. The analytics firm monitored piracy activity throughout the tournament, counting views of at least 90 seconds without tracking unique viewers. GCI did not disclose the geographic scope of its research or the specific list of pirate sites monitored.
The report found 174.3 billion pirated stream views were analyzed across the tournament, averaging 1.68 billion views per match. The final between Spain and Argentina drew 6.2 billion views, while the third-place match between England and France recorded 2 billion. According to GCI, pirate sites receive 25-50% of net gaming revenue (NGR) through affiliate agreements with operators, with advertisers on these platforms including offshore operators, sweepstakes casinos, social casinos, and prediction market platforms operating outside the United States.
GCI's president stated that official streaming services lag behind pirate platforms in quality, noting that illegal sites broadcast matches in 4K resolution without delay and embed betting odds directly into the video player. The report cited StreamEast as an example of the sector's resilience: the platform was shut down in September 2025 following raids by anti-piracy coalition ACE and Egyptian authorities, yet had restored its previous traffic levels through mirror sites and new domains by the start of the 2026 World Cup.
