Brazil Reports $7.1bn GGR in First Year of Regulated Online Betting

Brazil’s Secretariat of Prizes and Betting (SPA-MF) has published its official report on the
first full year of the regulated fixed-odds online betting market, covering the period
1 January – 30 December 2025.
The data is based on mandatory operator reporting via the SIGAP platform.

  • $7.1 billion — total GGR in 2025

  • $872 million — transfers to public funds (12% of GGR)

  • $18.4 million — regulatory and licensing fees


👥 Audience and player behaviour

  • 100.8 million active brand-level accounts

  • 68.3% men / 31.7% women

  • 31–40 years — largest age group (28.6%)

  • 48% of players gamble with only one operator


🚫 Tackling the illegal market (Oct 2024 – Dec 2025)

  • 25,000 illegal URLs blocked

  • 265 unlicensed operators identified

  • 550 bank accounts shut down

  • 132 inspection procedures

    • 78 operators, 133 brands

  • 80 administrative sanction cases

  • 412 influencer audits

    • 324 accounts and 229 posts removed
