Licensed sportsbooks and online casinos stopped operating on October 6 under Brazil's temporary betting prohibition, leaving the industry's future dependent on legal challenges and congressional action.

Brazil's regulated online betting market has shut down after licensed sportsbooks and online casino platforms took their websites and apps offline on October 6.
The closure implements Provisional Measure No. 1,394/2026, signed on September 25, which prohibits the operation, offering, intermediation and advertising of fixed-odds betting throughout Brazil.
Operators had until 23:59 on October 5 to keep their platforms available for customers withdrawing existing balances. From October 6, previously authorised betting sites and apps were required to become unavailable.
The federal government confirmed that operators complied with the shutdown timetable.
The closure does not end operators' obligations toward players with money remaining in their accounts.
As of October 6, approximately R$1.325 billion was still due to around 26.5 million bettors.
Operators must provide banks with each customer's outstanding balance, CPF details and originating bank account information on October 6 and 7.
Financial institutions are then expected to return the money between October 9 and 14.
Where a bank cannot complete the refund, state-owned Caixa Econômica Federal will act as an intermediary from October 14.
The government had already prohibited new deposits when the provisional measure was published, effectively placing the regulated sector into a short transition period before the full platform shutdown.
The regulated industry's immediate focus has shifted to the Supreme Federal Court.
The National Association of Games and Lotteries and the Brazilian Institute of Responsible Gaming have asked the court to suspend the effects of the provisional measure and allow regulated betting to resume.
Another industry association has also filed a constitutional challenge against the measure.
Supreme Court Justice Luiz Fux is handling proceedings connected with the dispute. The Attorney General's Office has asked the court to keep the prohibition in force while the case is considered and has requested that the Attorney General of the Republic be heard before a decision is made.
No injunction suspending the ban had been issued before the October 6 shutdown.
The challenges include arguments over whether the constitutional requirements for using an emergency provisional measure were satisfied and over the impact on operators that invested in Brazil's regulated framework.
The prohibition is based on a provisional measure, meaning its longer-term survival also depends on Congress.
Provisional measures take immediate legal effect but must pass through the Brazilian legislature to become permanent law.
That leaves the former regulated betting market facing two parallel routes that could change its position: judicial review at the Supreme Federal Court and political consideration in Congress.
Until either produces a change, licensed fixed-odds betting remains prohibited nationwide.
The shutdown is also affecting Brazilian football, where betting companies had become major sponsors following the launch of the regulated market.
Brazilian clubs generated around R$1 billion from betting sponsorships in 2025, equivalent to roughly €160 million and around 10% of recurring revenue for leading teams.
The prohibition covers gambling advertising as well as betting operations, putting those commercial agreements under immediate pressure.
Football organisations have warned that the loss extends beyond shirt sponsorships to advertising inside stadiums and other betting-related commercial arrangements.
The government has indicated that the financial impact on clubs will be discussed separately.
The end of licensed operations does not mean online gambling demand has disappeared.
Federal authorities are simultaneously expanding action against unauthorised websites, advertising, apps and payment infrastructure serving Brazilian users.
That creates the central enforcement challenge following the October 6 closure. Operators that previously held federal authorisation have complied with the shutdown, while authorities must prevent demand from migrating toward offshore platforms outside the former regulatory system.
Brazil therefore enters an unusual period in which the regulated online betting market has been switched off while the legal basis for that decision remains under challenge.
Whether the closure becomes permanent will now depend on the courts, Congress and any subsequent changes to the provisional measure.
