KSA Renews Eight Dutch Online Gambling Licences Through September 2031
The Netherlands’ first licence renewals allow eight operators to continue trading for five years, following assessments that explicitly considered their compliance records.

The Kansspelautoriteit (KSA) has renewed the licences of eight online gambling operators from the Netherlands’ initial licensing wave, authorising them to continue operating from October 2026 through September 2031.
The regulator announced the decisions on September 17. The operators’ original licences were granted in 2021 and expired at the end of September 2026. KSA said all eight applicants met the requirements for a further five-year licence.
Eight Operators Cover Nine Brands
The renewed licences cover TOTO Online B.V., which operates TOTO and Winnitt; Holland Casino N.V., trading as Holland Casino Online; and Play North Limited, the company behind Kansino.
Also approved were FPO Nederland B.V. for FairPlay Casino, Bingoal Nederland B.V. for Bingoal, and Hillside (New Media Malta) Plc for bet365.
The remaining renewals went to NSUS Malta Limited, operating GGPoker, and Betent B.V., the company behind Betcity. TOTO’s two brands mean the eight licence holders collectively represent nine brands.
Compliance History Forms Part of Renewal Review
For the renewal applications, KSA explicitly examined violations that had been definitively established during the preceding five years.
Applicants had to explain the measures taken to correct those breaches and prevent them from recurring. Following its assessment, the regulator identified additional areas requiring attention for some operators.
The approvals therefore followed a review of both licensing requirements and past compliance. KSA did not identify in its announcement which operators received additional points for attention or detail the measures required of individual businesses.
The decisions mark the first renewal cycle for operators licensed when the Dutch regulated online gambling market opened in 2021.
