Malta's MGA Publishes AI Gaming Charter for Gambling Sector

The voluntary framework applies to all licensee AI systems regardless of risk category and calls for a registry, defined roles and MGA notification of major changes.

Malta's gambling regulator, the Malta Gaming Authority (MGA), has published the AI Gaming Charter, a set of voluntary principles for the use of artificial intelligence in the gambling sector. The regulator described it as one of the first initiatives of its kind in Europe.

The charter does not alter existing EU legislation on AI or data protection. It applies to all AI systems used by MGA licensees, regardless of the risk category assigned under the EU's AI Act.

Licensees Advised to Register AI Systems and Assign Oversight

Under the charter, licensees are advised to maintain a registry of their AI systems, determine their role in the supply chain and classify each system's risk category under the EU AI Act. The document also recommends appointing staff from compliance, data or technical functions to oversee adherence to its principles.

Licensees are further advised to notify the MGA of significant changes to their AI systems, including new use cases such as anti-fraud detection or responsible gambling tools.
