Bulgaria Proposes €100,000 Monthly Online Gambling Fee

Bulgaria's government has proposed a major overhaul of the country's gambling rules that would introduce a minimum monthly fee of €100,000 for online operators and require betting transactions to be reported to the National Revenue Agency (NRA) in real time.

The measures form part of draft legislation that still requires parliamentary approval before entering into force.

Online Operators Would Face €100,000 Monthly Minimum

Under the proposal, licensed online gambling operators would be subject to a minimum monthly payment of €100,000.

The draft would also require foreign gambling companies operating in Bulgaria to maintain a local legal presence in the country.

Existing operators would be given a transition period to meet the new requirements. The proposed deadline for compliance is March 31, 2027.

The package would significantly increase the fixed regulatory cost attached to Bulgaria's online gambling market, particularly for smaller operators whose existing tax liabilities may fall below the proposed monthly minimum.

Land-Based Gambling Fees Would Also Change

The government has proposed a separate charging structure for gaming halls and casinos.

The minimum monthly payments would include €200 for each gaming machine or gaming position, €5,000 for each roulette table and €2,500 for other casino gaming equipment.

The proposal also includes a variable charge of 23% calculated on the difference between stakes received and winnings paid to players.

The changes would create a combination of fixed minimum payments and turnover-related obligations across the land-based gambling sector.

NRA Would Receive Gambling Data in Real Time

Online operators would also face tighter technical reporting requirements.

The proposed system would require information on bets and player payouts to be transmitted to the NRA in real time, giving the tax authority direct access to transaction-level gambling data.

The measure would expand the NRA's oversight of licensed online gambling activity and provide the authority with more immediate information for tax and regulatory monitoring.

Gambling Advertising Would Face New Limits

The draft also proposes further restrictions on gambling advertising.

Outdoor advertising would only be permitted outside populated areas, while each operator would be limited to a maximum of 25 advertising structures.

The measures would add another layer of restrictions for gambling brands operating in Bulgaria, alongside the financial and reporting requirements included in the same reform package.

Betting Turnover Has Risen About 50% Since 2023

The proposed changes come as Bulgaria's online gambling market continues to record higher betting volumes.

According to NRA figures cited by Novinite, total betting turnover increased from $26.05 billion in 2023 to $32.56 billion in 2024.

The figure reached approximately $39.07 billion in 2025. Compared with 2023, that represents nominal growth of about 50% over two years.

The growth provides important context for the government's latest attempt to increase oversight and revise the financial obligations imposed on licensed gambling companies.

The proposed measures are not yet law. The bill must first pass through Bulgaria's parliament before the new fees, reporting requirements and advertising restrictions can take effect.
