Mozambique Online Casino Rules Take Effect on November 20

Mozambique’s new online casino framework introduces local ownership, capital and player-protection requirements, but a commercial launch date has not been confirmed.

Mozambique’s new online casino regulations will take effect on November 20, 2026, establishing requirements for companies seeking permission to operate in the country.

The date marks the framework’s entry into force rather than the launch of licensed platforms. Operators must first obtain a concession and operating licence, with gaming systems subject to certification and regulatory approval. No application-opening date or confirmed commercial launch timetable has been announced, according to iGaming Business.

Local Ownership and Financial Requirements

Operators must incorporate a public limited company under Mozambican law and maintain minimum share capital of MZN100 million, approximately $1.56 million.

The ownership provision includes a qualification: where shareholders include legal entities, at least 26% of paid-up capital must belong to Mozambican shareholders registered in the country.

Operators must also provide two initial guarantees totalling MZN25 million, approximately $391,000. Of this, MZN15 million covers legal obligations, including player balances and potential fines, while MZN10 million secures payment of the special gambling tax.

The framework establishes two separate contractual contributions, each set at a minimum of 2.5% of annual revenue after winnings. Together, these amount to at least 5%, separate from gambling tax. One supports social and public-responsibility purposes; the other funds tourism development unrelated to gambling.

Domestic Payments and Data Storage

Authorised platforms must use a .mz domain. Player-account funding must be denominated in meticais and processed through approved domestic payment channels.

Requested withdrawals must be transferred within 48 hours. Operators must retain gambling data in Mozambique for at least ten years and undergo technical audits at least annually. These requirements place domestic infrastructure and payment arrangements among the practical conditions for market entry.

Mandatory Player Controls

Players must establish daily, weekly and monthly deposit limits when registering. Self-exclusion must take effect immediately and remain active for at least three months.

Prospective operators therefore face financial, technical and player-protection obligations before accepting customers. The November 20 commencement date alone does not authorise a company to begin trading.
